I was doing some research on a problem I was helping a friend with and stumbled upon this Microsoft page that describes the many options and switches that you can use to tweak your boot.ini file.

In Windows XP the boot loader time out has a default of 30 seconds, to speed up your boot - Click Start > Run > in the Run Box type msconfig Click OK when System Configuration Utility window opens at the top Click Boot ini tab and you will see Timeout 30 sec set to 10 or 5, Click Apply then OK you will get a message to reboot so reboot then you will get another message telling you you have used msconfig tick "don't show this message again” and Click OK. Your PC should boot a bit faster now.
